Even with them, because of the feats you need to get that are not fighter-bonus-feats, with flaws I still recommend delaying Two-Weapon Fighting in order to ensure other feats on time. What this means is, unless you have Flaws from Unearthed Arcana, you will not be able to get the Two-Weapon Fighting feat until later.
